Garbelman Winslow CPAs is celebrating its 75th year of business. 

In order to build a stable structure, a solid foundation is required.

That foundation was built by Paul Garbelman in 1947.

Mr. Garbelman believed in the principles of fairness, loyalty, and equality in all phases of his relationships with his clients, the community, and his employees. 

75 years later, after decades of growth and success, we continue to live and breathe those principles and take pride in providing quality personalized financial guidance to individuals and businesses throughout the area.

  • 1986 - William P. Ewaski, jr. is admitted as a partner

Samantha Bowling Has Been Appointed to the

AICPA Auditing Standards Board

GW Partner, Samantha Bowling, CPA CGMA has been appointed to the AICPA Auditing Standards Board for 2021-2022. The Auditing Standards Board is the AICPA’s senior committee for auditing, attestation, and quality control applicable to the performance and issuance of audit and attestation reports for non-issuers. Its mission is to serve the public interest by developing, updating, and communicating comprehensive standards and practice guidance that enable practitioners to provide high-quality, objective audit and attestation services to non-issuers effectively and efficiently.





2020 Tax Filing Update

To our Clients:

Maryland’s General Assembly has passed a COVID-19 relief package that includes more than $1 billion in tax relief and economic aid to Maryland residents and small businesses. Governor Larry Hogan signed the bill into law on Monday, February 15th — just three days after Maryland and the IRS began processing income tax returns.  The other states are also following suit and passing laws that will impact your 2020 tax returns.  In addition, we are waiting for some States to pass laws to support or decouple from the Federal COVID-19 Economic Relief Bill that was passed in December 2020.  State tax officials are urging patience and requesting that we wait to submit further returns until new forms and filing instructions have been released.  Once the instructions and forms are updated then we must wait for our tax software to be updated. 

We pride ourselves on customer service and have supported our clients with timely filings during the past 75+ years.  However, there is a good chance that your tax returns may go on extension due to current and pending legislation.  We kindly ask for your patience and understanding as we navigate through the unprecedented amount of tax legislation to insure proper reporting under these laws.





As the novel coronavirus (COVID-19) continues to spread in our region, I want to assure you that Garbelman Winslow CPAs is taking all necessary precautions to ensure the safety of our team members, their families, our clients, and our community.


Our firm’s leadership team is actively monitoring the national COVID-19 outbreak and assessing local impacts. We are following recommendations from the World Health Organization (WHO), U.S. Centers for Disease Control and Prevention (CDC), and regional authorities and sharing these recommendations with our staff so they can protect themselves, their families, and our clients against the transmission of this virus.


While safety is our primary concern, Garbelman Winslow CPAs has taken steps to ensure continued service to our clients. At this time, Garbelman Winslow's office remains open. If closing our physical location becomes necessary for the safety of our clients, workforce, and community, Garbelman Winslow will immediately shift to fully remote operations. Currently, 50% of our workforce is working remotely. Garbelman Winslow's long-time commitment to advanced technologies and a flexible work environment have allowed us to remain available, responsive, and agile in this time of uncertainty. During remote operations you will continue to contact and work with your Garbelman Winslow's advisor as you normally would except for in-person meetings.


While our goal is to maintain the highest level of service during this health crisis, we must remain flexible with our staff who require personal time off due to the spread of the coronavirus. Paycheck Protection Program


Here is the guidance on the Paycheck Protection Program and how to apply.  All businesses – including nonprofits, veterans organizations, Tribal business concerns, sole proprietorships, self-employed individuals, and independent contractors – with 500 or fewer employees can apply. Businesses in certain industries can have more than 500 employees if they meet applicable SBA employee-based size standards for those industries.


The loan amounts will be forgiven as long as:

  1. The loan proceeds are used to cover payroll costs, and most mortgage interest, rent, and utility costs over the 8 week period after the loan is made; and

  2. Employee and compensation levels are maintained.


Payroll costs are capped at $100,000 on an annualized basis for each employee. Due to likely high subscription, it is anticipated that not more than 25% of the forgiven amount may be for non-payroll costs.  Loan payments will be deferred for 6 months and the interest rate is .5% fixed.


When can you apply?

  1. Starting April 3, 2020, small businesses and sole proprietorships can apply for and receive loans to cover their payroll and other certain expenses through existing SBA lenders.

  2. Starting April 10, 2020, independent contractors and self-employed individuals can apply for and receive loans to cover their payroll and other certain expenses through existing SBA lenders.


Where can you apply? 

We recommend you contact your bank where your business accounts are held to determine their participation in the program.  If they are not participating, then you can go here to find a lending facility.
